What is this bracket used for?:

A common issue on T4 Transporter / Caravelle / Multivans is the clutch pedal mounting bracket cracks which causes the clutch master cylinder to be loose and pivot around. This will lead to it snapping completely and being left without a clutch! It will also lead the M-C to leak brake fluid everywhere which as corrosive as it is, it is best avoided!
